Petty thievery of unsecured property? I wouldn't even bother calling the cops, just call the delivery company and tell them the package hasn't been delivered. If they want to take the risk of leaving it outside to save on delivery costs, I can't say I'm bothered if someone fancies some free stuff at their expense; annoyed they can't deliver stuff properly, perhaps, but not at the thieves.
I'm only surprised this kind of thing doesn't happen more often. My neighbour runs his own IT business and orders lots of expensive electronics, and despite multiple requests not to do so, the delivery companies routinely either leave them on the doorstep or give them to his neighbours. I refused to take one the other day because the second line of the address, in block caps and bold, said ' DO NOT LEAVE WITH NEIGHBOUR '.

I'm almost kind of sort of in Kent, and my neighbors have had stuff stolen. We have an HOA, so it all gets reported, but there's not much you can do about it.
I had a credit card delivered by FedEx once, unbeknownst to me. I wasn't to happy to see it sitting unattended on my porch when I got home, when they could have just mailed it to my locked mail box. If it were stolen, I would have never known it was there in the first place.

Someone suggested leaving trash in UPS boxes on the porch. Make the thieves take your garbage out for you. Might be the most work they've ever done.

Our development has a locking mailbox, but it seems like I miss a lot of mail that potentially has money in it. Packages are generally safe, though. Except when the mailman delivers other people's packages to me. I've had to re-deliver about three this year.
Weird way to send a credit card without signature requirement...

It may have had signature requirement, not sure, but they sure didn't get one.
I have to redeliver mail on occasion. I always do, even if it's junk mail, because I hope everyone else will return the favor if they get my mail.

Not all unsecured property. Just stupidly unsecured property left out by delivery companies not doing the job they're paid for. What the hell do you expect to happen if you leave stuff just sitting outside? Yuhduh, someone will take it.
As for the thieves, it's such a minor crime that I just don't care. That's not excusing them, just putting things in context. They picked up something sitting on the street that shouldn't have been, leaving a big delivery company with a bill they deserve; they didn't invade anyone's home, or attack anyone, or anything else. So no, I don't think it's that serious, and certainly not serious enough to call them 'vile', putting the crime on a par with things like child molestation.

Me too. One time I re-delivered a package to a guy three cul-de-sacs away, he was thrilled because his daughter's graduation was the next day and that was her present. I know if I'd given it back to USPS/UPS it would've taken a month to get to him... I just consider it the polite thing to do.
But I wouldn't expect anyone around me to return the favor...

It's definitely vile behavior. Even more so because she has no idea what's in it. She could have stolen something of only personal value, or someone's Christmas present, which is precisely what she should expect it to be this time of year. In this case it was someone else's curtains, which she'll probably just throw in the garbage.
It wasn't laying in the street, it was indeed an invasion of someone's personal property.
Some synonyms for vile: foul, unpleasant, bad, disagreeable, atrocious, offensive, obnoxious, unsavory, distasteful, sickening.

Well, we'll have to disagree on 'vile'. Where I come from the meanings are very much those like foul, atrocious and sickening rather than bad, unpleasant, and disagreeable. To me the word means something particularly disgusting and despicable, and just seems totally wrong here.
Although the crime's still theft, it's about the most minor, least invasive, least aggressive form of theft imaginable. And property crimes are always less bad than crimes against the person - usually meaning violence - so it must be less bad than all of them too. When you get right down to it, it's hard to think of any less serious crime. Graffiti, maybe? Smoking dope?

I agree, but those are the only things that prevent it being an almost victimless crime. I don't understand why you're not upset with the delivery company who left the package lying around where anyone could take it at least as much as with the person who took it, given that those are also reasons why they have a duty of trust which they're not living up to in order to save a bit of money.
As I said, I find it barely worthy of comment that petty theft exists. I find it absolutely outrageous that companies paid and trusted to carry people's parcels and presents do the job in such a slipshod fashion.

She's a thief, plain and simple. I accept zero excuses for her behavior, no matter how petty you deem it. In the future I'll take more care to paint thieves with the correct pejorative.
You keep repeating your disdain for parcel delivery companies, but I feel your anger is misdirected.
I found it worth commenting only because there is video of it, which is rare, and I personally know this home owner.

Use two cameras, one high, one low & hidden so you can be sure to get their face and a motion sensor set for close distance connected to a siren/alarm/growling dog sounds and flashing lights. Then you get to watch them saunter up to the porch and then run like hell when the siren/alarm/growling dog sounds and lights go off. Might be good for some Youtube views especially if they bust their thieving ass running away. :)
